On September 7, 2005 the City of Hartford and its Executive Board, First Deputy Director of Finance, Lydia Rosario, Dr. Lillian Ruiz, Director, Office of Human Relations, and John Rose, Jr., Corporation Counsel awarded Integrated Security Services with a five year contract to investigate civilian complaints on behalf of the City Of Hartford Police Department Civilian Review Board. The City of Hartford is a general-purpose municipality with a permanent population of 135,390 residents and a daytime population of 260,000. Hartford is a consolidated City and Town with a strong mayor form of government. Hartford’s legislative body is the Court of Common Council consisting of nine Council members.
The City of Hartford, through its Civilian Police Review Board receives citizen complaints against or about members of the Police Department and requires complaints to be investigated by independent investigators to assure impartial inquiry.
At the request of Dr. Lillian Ruiz, Director of Human Relations, City of Hartford, Alan Schissel, President/CEO of Integrated Security Services was invited to attend the 11th Annual National Association For Civilian Oversight of Law Enforcement Conference in Miami, Florida.
