Certified Cargo Screener Program Administration
Established by the Federal Aviation and Transportation Security Act (ATSA) of November 19, 2001, the new law charged the TSA with, “the screening of all passengers and property, including United States mail, cargo, carry-on and checked baggage, and other articles, that will be carried aboard a passenger aircraft operated by an air carrier or foreign air carrier in air transportation or intrastate air transportation."
Freight forwarders, IACs, third party logistics providers, distribution centers, warehouses, and manufactures have all felt the impact of the new government mandated air cargo security and screening requirements associated with the 9/11 Commission Act of 2007. Since February 2009, no one in the supply chain is exempt. The cost of screening cargo has cut deeply into company profits at a time when cargo volume is at its lowest. This added cost and logistic is making it harder to compete in the current market. Besides the cost of highly specialized equipment and supplies, there are numerous ancillary issues that must be addressed to prepare a site to become a Certified Cargo Screening Facility. Companies must also pre-qualify, hire and train a new level of employee to screen cargo and integrate them into their existing workforce; a workforce that may be affected by existing labor/collective bargaining agreements.
